Structure of the Earth Federation / Provisional World Parliament
The Earth Federation is headed by the World Parliament. In the current transitional phase, the Provisional World Parliament (PWP) —acting in accordance with Article 19 of the Constitution— is carrying out the process initiated by the Fourth World Constituent Assembly, during which the text of the World Constitution was approved.
The Provisional World Parliament establishes the necessary preparatory working commissions, convenes parliamentary sessions, and promotes the ratification of the Constitution. It holds official sessions at least three times a year.
Presidium
At the 16th session of the PWP, held in December 2025, the Presidium was elected in accordance with Article 19 of the Constitution.
Glen T. Martin, PhD
Glen T. Martin, PhD, is professor of philosophy emeritus at Radford University in Virginia, USA. He is also the founder and chair emeritus of the program in peace studies at Radford. He is currently executive director of the Earth Constitution Institute (ECI) and president of the World Constitution and Parliament Association (WCPA), cooperating worldwide organizations that sponsor the Constitution for the Federation of Earth. Dr. Marin has traveled and lectured worldwide on behalf of the Earth Constitution and the philosophical foundations of emerging world law, as well as on behalf of WCPA projects such as the sessions of the Provisional World Parliament. He has received several international peace awards, including the GUSI Peace Prize International in Manila, Philippines, 2013. He has published hundreds of articles concerning freedom, peace, justice, human rights, and sustainability in popular as well as academic venues. Martin is author or editor of twelve books, including his well-known book, Millennium Dawn (2005) and his latest books, The Earth Constitution Solution: Design for a Living Planet (2021) and Human Dignity and World Order: The Holistic Foundations of Global Democracy (2024). Roger Kotila, PhD
Roger Kotila, Ph.D. is a psychologist, peace activist, and the president of Democratic World Federalists (San Francisco). He is US vice president of the World Constitution & Parliament Association, and a board member of the Center for UN Constitutional Research (Brussels). Dr. Kotila is editor of Earth Federation News & Views, and DWF NEWS -- a major online publication that addresses fundamental world problems in the light of the ideal set by the Earth Constitution.
Alicia de los Ángeles Roda,
Alicia de los Ángeles Roda. Born in Madrid Spain, she has always felt a great love and respect for Nature and all Beings. In 1984, she founded and directed the Coordinating Organization for Human and Planetary Integration (CIHP), actively working with individuals and organizations in the alternative, spiritual, environmental, and cultural fields until 1989. Author of books on metaphysics and spirituality based on personal experience. She has worked on Human Resources. PhD in Public International Law specializing in the Environment and a Master's degree in Diplomacy and International Relations, which I completed full-time for two years at the Diplomatic School of Madrid and at the State Secretariat for the European Union. Member of the Board of Directors of the Earth Federation and the Legislative Review Commission of the World Constitution. José María Tejederas
José María (Chema) Tejederas, Córdoba, Spain. Researcher of internal maps: evolutionary psychology, theories on life, evolution, and human development from East and West. Founder of various self-knowledge and personal growth groups, including Sinapsis Madrid, ET groups (Eckhart Tolle), etc. Universalist Humanist. On external maps: CCOO trade unionist, on leave for two years from the National Geographic Institute at the Ministry of Public Works, founder of the Podemos Circle of the Ambroz Valley, founder of the six Earth Federation districts corresponding to Spain. Member of the Board of Directors and the Legislative Review Commission of the World Constitution. Active worker of Uniendo Fuerzas (Uniting Forces) to disseminate the values and objectives of Universalist Humanism, the Earth Federation, and other related movements.
Leopoldo Alberto Cook Antonorsi
Leopoldo Alberto Cook Antonorsi, promotes the Bolivarian philosophy, which places justice as the queen of republican virtues. An internationalist and holist, he believes we are in a civilizational transformation that will include, but will also transcend, the best of the historical civilizations. Jesús de Nazaret, Simón Bolívar, and Hugo Chávez are his fundamental inspiring leaders. Cook was founder and director of “Civil Society Ezequiel Zamora” and later founder and director of the Civil Society El Pueblo (ASOPUEBLO), which was engaged in environmental, cultural, neighborhood, urban and political activities. He was a member of the Administrative Board of the Zamora Municipality, and Councilor of the First Bolivarian Municipality of Venezuela, thanks to an intervention process led by the National Constituent Assembly. He was also President of the House of Culture “Antonio Machado” of Guatire, and Co-founder and director of the Anona, Alicia y Estanislaa Social Foundation, a nonprofit Christian institution that fosters solidarity and effective Christian charity, through personalized scholarship programs for children. In 2004 he was candidate for mayor for the Zamora Municipality of the Miranda State (Guatire-Araira) and Territorial Delegate of the Congress of the Homeland Municipality Zamora, Edo. He was Cooperative General Coordinator of Consumption and Production Pueblo Zamorano and in 2018 became Vice President for Latin America World Constitution and Parliament Association.
PWP Commissions and Work Groups
Throughout its history, the Provisional World Parliament has established various commissions, colleges, councils, administrations, and committees—pursuant to Article 19 of the Constitution—to carry out the tasks required to promote the ratification of the World Constitution (thereby transitioning to the First Operational Stage), to help address the most serious global problems immediately, and to advance, to the extent possible, the actions planned for the First Operational Stage.
College of Judges - Coordinator: David P. Quispe
David Percy Quispe Salsavilca has served as a Tenured Superior Court Judge at the Superior Court of Justice of Lima, Peru, since 2003. He currently serves as the Superior Judge in charge of the Sanction and Appeal Unit of the National Control Authority of the Judiciary. As a provisional Supreme Court Judge, he presided over the Permanent Constitutional and Social Law Chamber of the Supreme Court of the Republic (2021). In his capacity as a Superior Court Judge, he has been a member of the Transitional Appeals Chamber Specialized in Asset Forfeiture (within the National Asset Forfeiture Subsystem) and various Specialized Chambers for Contentious-Administrative Matters, while also chairing various jurisdictional and district plenary commissions. Academically, he holds a Doctorate in Law (2014) and a Master’s degree in Civil Law (1999) from the Pontifical Catholic University of Peru (PUCP), where he also completed his undergraduate studies. He has taught at the Judicial Academy and various Peruvian universities; he currently teaches Legal Ethics at the Universidad Católica Sedes Sapientiae. World Boundaries and Elections Administration - Coordinator: David Gallup
David Gallup specializes in educating about human rights, world citizenship and world law. He is President and General Counsel of the World Service Authority®, as well as Convenor of the World Court of Human Rights Coalition, creator of the student-run World Citizen Club initiative, Editor-in-Chief of World Citizen News, “World Citizen Blog” author, and Board Member of Citizens for Global Solutions. His publications include a feature article in Current World Leaders: International Issues, Letters to the Editor in the New York Times, the Wall Street Journal and the Washington Times on topics of nationalism and terrorism, and multiple Op-Eds published in newspapers around the United States on topics of world citizenship, human rights, and world governance. As Secretary of the UNA Task Forces on UN Restructuring and on Cultures of Peace, he wrote chapters in a UNA Report entitled, “Restructuring the UN to Meet 21st Century Global Needs.” Gallup has been interviewed by media, such as BBC, PRI, The New York Times, The Huffington Post, and Foreign Policy– on topics of human rights, global justice, terrorism, and citizenship and identity. Gallup was interviewed for the biography A Beautiful Mind and for Cosmopolites: The Coming of the Global Citizen.
World Peace and Disarmament Commission - Coordinator: Rafael de la Rubia.
Rafael de la Rubia. Madrid - Spain. Humanist and social activist in the nonviolent movement for 60 years. A conscientious objector to military service, he was arrested in Chile by Pinochet and tried by court-martial in Spain. He has worked as a bookseller, printer, and literary agent, and has published more than 15 books. He has lectured on nonviolence and humanism in several countries across five continents. He founded the humanist organization "World Without Wars and Without Violence" in 1994, from which he launched the World March for Peace and Nonviolence in 2009, circling the Globe from New Zealand to Argentina (104 days). He has since organized other World Marches: from Madrid, Spain in 2019-2020 (159 days) and another from San José, Costa Rica in 2024-2025 (109 days). Its basic global principles are: 1) Either we are heading towards increasing conflicts and confrontations with a bleak and chaotic scenario where there will be no winners or losers, but rather we will all lose. 2) Or we will learn to coexist and resolve conflicts peacefully and collaboratively, opening up a dignified future for humankind. In successive World Marches, 99 countries and more than 500 cities have been visited, with the participation of over three thousand organizations. The 4th World March has already been launched and will take place in each city, without leaving them. Activities will begin on September 21st, 2026, the International Day of Peace, and will continue until October 2nd, the International Day of Non-Violence.

An eminent educationist, CCEAM Fellow, Board member and Indian representative of Commonwealth Council of Educational Administration and Management (CCEAM), International Coordinator International Forum for Global Social Justice, Education and Empowerment and Chairman, Rajasthan Council of Educational Administration and Management ( RCEAM) Prof. HemlataTalesra is presently working as Director in Smt. K.B. Dave College of Education, Pilvai(Dist. Mehsana) Gujarat. Recently She has received Life Time Achievement Award instituted by CCEAM President before this she has been received a number of awards i.e. Commonwealth Education and Peace Award, John DalviAward, Sardarpatel Education Development and Peace Award, GaujaratGaurav Award etc.for her out standing contribution in education. Prof. Talesra has been engagedin educational management, research and training for more than four decades.She has completed research projects under the auspices of Commonwealth Foundation, London,UGC , ERIC-NCERT, M.L.VermaTribal Research and Training Institute and IASE.She obtained her PhD degree in education from M.S. University, Vadodara (Baroda), from there she started her academic career as reader in education. She has more than thirty publications in the form of authoring, co-authoring and editing books on different important educational subjects. Recently, Rajasthan Hindi Granth Academy, Jaipur is publishing her book on ‘ShikshaKeSamajShastriyaAdhar’ .More than hundred papers by her have been published in international and national journals. She has been visited more than fifty countries for delivering Keynote addresses, lectures,paper presentation and attended CCEAM Board meetings. Academy of Well being has honoured Prof. Talesra for her out standing contribution in Education, Administration, Management and Empowerment of weaker sections of society.
Youth Committee - Coordinator: Amit Deokule
Dr. Amit Ravindra Deokule is a Leadership Coach, Emotional Intelligence Facilitator, Transformational Mentor, Researcher, Musician, Poet, and Nobel Peace Prize Nominee with over 15 years of coaching experience, 15 years of corporate finance and accounting experience, and 27+ years of contribution to music and creative arts. A scholarship recipient of the Marshall Goldsmith Stakeholder-Centered Coaching Program, he is also a certified Emotional Intelligence Practitioner and NLP-based Leadership Coach. He has conducted leadership and life-skills programs in 50+ organizations and 50+ educational institutions, impacting more than 30,000 students, educators, professionals, and entrepreneurs across India. He has presented six research papers at national and international conferences and has been leading the Cognitive Exchange initiative since 2014. A prolific writer, he has authored over 700 poems in English and Marathi, published articles in national and international forums, and is recognized as a leadership thinker and speaker. As a musician, composer, singer, and tabla player (Visharad), he has performed extensively for social causes and composed over 100 musical works. Commission to join forces with other world organizations - Coordinator: Francisco Plancarte
Francisco Plancarte y García Naranjo is a lawyer specializing in global governance; he is a graduate of UNAM and holds a Master’s degree in Comparative Law from NYU. Twenty-five years ago, he founded Planetafilia A.C., proposing the transformation of the UN into a World Federation of Nations via the legal and political procedures outlined in Article 109 of the UN Charter. To advance this goal, he launched the World Alliance for the Transformation of the UN (WATUN) in Mexico City in September 2009, during the 62nd UN DPI/NGO Conference. After participating in various international organizations—such as UNPA, WFM, DWF, WCPA, and CUNCR—he founded the Mexican Center for Global Responsibility (CEMERG A.C.) in 2016. He proposed transforming the UN into a bicameral World Parliament comprising a Chamber of Nations and a Chamber of Citizen Representation—a proposal based on Article 109 that was selected for presentation at the inaugural Paris Peace Forum in November 2018. He organized several UN Charter Article 109 revision simulations at the University of Guadalajara, as well as the first World Parliament simulation at the San Lázaro Legislative Palace in Mexico City (2010–2011). Subsequently, he joined the WCPA to promote the Earth Constitution in Mexico. Later, through CEMERG, he joined the coalition that established the Provisional World Parliament in Pondicherry, India, in December 2025, serving as a delegate. He was elected Coordinator of the Commission tasked with joining forces with other organizations to continue promoting the revision of the UN Charter (Article 109) and the ratification of the Earth Constitution across the Global South and the European Union.
Digital Strategy Commission - Coordinator: Juan Amor
Juan Amor has built an extensive professional career in the fields of technology, digital transformation, and consulting, with expertise in document management, collaborative software, ECM, social media, CRM, and cloud services. His career has included roles at the Spanish Ministry of Transport, Arthur Andersen, IBM, Nexus 21, Transiciel, and Capgemini, where he held technical and consulting positions in both domestic and international environments. He holds a degree in Physics from the Complutense University of Madrid, specializing in Automated Computing, and has combined a solid scientific background with intensive professional activity in transformation and pre-sales projects. Since 2017, he has enjoyed an active retirement while continuing to collaborate as a volunteer and IT advisor for various social organizations. He currently coordinates the Digital Strategy Commission at PWP. His profile combines strategic vision, technical rigor, and the ability to guide complex initiatives, all underpinned by a strong commitment to service and innovation.
