The Constitution for the Federation of the Earth establishes a World Parliament representing the people of Earth from the 1,000 electoral districts into which the world is divided.
Currently, there is no legitimate government for Earth. By ratifying the Earth Constitution, we will create a holistic world system in which the upper and lower echelons of humanity (the vast majority) are integrated and harmonized. Government everywhere will begin to serve the interests of all humanity, not just the privileged few.
Election Districts (WEAD, World Electoral and Administrative Districts) constitute the fundamental organizational element of the Federation of the Earth. The Constitution for the Federation of the Earth establishes a World Parliament representing the people of Earth from the 1,000 electoral districts into which the world is divided.
A World Electoral and Administrative District is (as formally approved):
- A basic unit, the smallest piece of the world government.
- An administrative body: to exercise certain functions of the world government (non-local, does not interfere with national governments and their subdivisions, is only for world affairs).
- An electoral body, to elect officials (Chamber of Peoples).
- A cultural and social unit. When delimiting them, these aspects must be taken into account: culture, language, religion, customs, etc.
- It is desirable that it be a comprehensive socioeconomic unit here are 1,000 at most on the entire planet. Therefore, it has been determined, for the current population of the planet (year 2022), that each WEAD must have a population of 8,000,000 inhabitants (+/- 10%: from 7,200,000 to 8,800,000 inhabitants).
- They are grouped into 20 Regions worldwide (Art. 2.5).
- As far as possible, national borders should be respected, so as not to divide sectors belonging to one country into different WEADs, or unite sectors from different countries in a single WEAD. Let us remember, however, that national unity is guaranteed and contemplated in the House of Nations. The WEADs are units to democratize management at a global level, with a holistic vision. The objective is for citizens to begin to feel like Citizens of the World, beyond nationality, ethnicity, religion, culture, etc. Planners must put a lot of effort into this.
So they are very important. They are very close to us.
And it’s very easy to activate them. In short, as approved in December 2026:
Interested parties contact the Ratification Commission. There will be an automated procedure to handle these requests. If the District is already activated or in the process of activation, they will be put in contact with the promoting team. If it is not, they will be given the necessary information to begin the activation process. Participation is voluntary (ad honorem, without remuneration).
During the provisional stage we are currently in, each Electoral District will have a District Assembly, composed of all members of the District, which will appoint a Representative to the Provisional World Parliament; and a Below is a summary list of activated electoral districts worldwide. (There are 17; perhaps they should be part of a database listed here).
To start the process, in each of the delimited WEADs, a Promoter Team of at least three people will be promoted, who have signed the Earth Constitution. This team will act as the Provisional District Assembly and will work to increase its membership.
The basic functions of this team are to promote the registration of World Citizens in their WEAD, the individual signature of the Earth Constitution by them, and to establish goals for the systematic increase in the number of registered voters.
It is important to clarify that to activate a District, a person only needs to sign the World Constitution. Furthermore, it is not true that signing the Constitution requires having an already activated District.
In addition, Districts are activated by citizens who have signed the Constitution. They do not need authorization from any public or political official. They only need to follow the guidelines of the Presidium, the Ratification Commission, and the World Boundary and Election Administration.
Every leader of the movement, at any level, should be part of an active electoral district. We can’t just talk about it in theory; everyone has a practical responsibility to activate at least one electoral district, the one in their area of residence.
